How do I rebuild phrases on demand?

I've been having a problem where phrases show their titles instead of their text, and found out going in and re-saving them fixes this. But, that would take an insanely long time to do all manually, so a phrase rebuild would work perfectly.

Is there any way I can do this without installing/uninstalling a mod/theme?

Go to /install and click the button to rebuild the master data. That will rebuild the phrases.
