XF 1.5 how do i create usergroups and usergroup permissions?

trying to find the options in the admin area and not succeeding

To create a new user group:
Click on the Users tab.
Then the User Groups icon.
Then the [+Create New User Group] button.

To set user group permissions:
Click on the Users tab.
Then the Group Permissions icon.
Then click a user group name.
