Not a bug Guests can't dismiss notices if JavaScript is disabled

Not sure if this isn't working as designed, but at least it is pretty confusing and does feel like a bug at first encounter:
Guests can't dismiss notices, including the Cookie-Notice, if JavaScript is disabled - the dismiss link leads to account/dismiss-notice which asks for a login.

We don’t consider such things to be bugs as it stands. In XF2 especially we state clearly that JavaScript is required.
