XF 2.0 Group inheritance rights

I'm just a little confused by the inheritance; how can I determine the sequence?

For integer permissions, the highest value always wins. (Permissions need to be implemented in a way that can account for that.) This is a permission from an add-on, so they would need to consider if there's a different approach that can be taken here, for example.
