Just wondering if any of the changes are geo-targeted? Can they be switched off?

We don't need to, for instance, get approval for cookies in most of the world, so geo-targeting makes a lot of sense.
 
The cookie notice is optional anyway and it’s not enabled by default. In fact pretty much everything GDPR related can be disabled or not used.
 
For me, the issue is Google requires notification for my users in the EU, but not for those outside the EU. My experience is that the more barriers to viewing a site, the more fields on a sign-up form, etc. the higher the visitor bounce rate, and lower registration rates. Having the ability to have the notice turn off outside the EU would minimize the impact on my visitor and registration rates.
