XF 1.1 Forum Node Permission Question

I have added a new forum node to my board.
All permissions for the "administrative" usergroup have all been set to "Allow".
All permissions for all other usergroups have been set to "Never"

My usergroup on the board is "administrative".
However, when I log into the forum I can't see the new forum. Why would that be?

When I change the "Unregistered / Unconfirmed" permissions to "Allow" I can view the forum, when logged in as "administrative" usergroup. Why is a change in the "Unregistered / Unconfirmed" permissions affecting what the "administrative" usergroup can see?

Don't use Never as permissions are cumulative and all members are in the Registered group as their default group.
