this can be normal. assuming there are no technical issues.
Set up your google site console if you haven't. That will tell you if there's a real problem or Google just doesn't think your whole site is index-worthy yet

No forum will ever achieve 100% indexing, for good reason.
As the owner, you may find all of your forum content interesting and even gripping. But let's face it: a lot of forum content is banter that no one except your forum members cares about.
