Add-on Featured Resources (Per Category)

I am looking for someone to port IP.Download's feature of featured downloads per category.

Here is what it looks like in IP.Downloads


Features:
- Specify resource ids to feature. They become featured in their categories in a slider. 1 per slide.
- Specify global featured resources. They become featured on the resource center homepage.
- Display a ribbon/tag/badge on the resources when they are "Featured"
