Should I add these lines in my.cnf as suggested from mysqltuner?

query_cache_size =8M
tmp_table_size =16M
max_heap_table_size =16M
thread_cache_size=4
table_cache=64
innodb_buffer_pool_size = 3G

And are thread_cache_size and table_cache (from the report: [!!] Table cache hit rate: 0% (64 open / 28K opened)) both below 100, or is there a M or G missing in the suggestions?

After the pages are loaded once by any user, the page output time is around or less than 0.04 seconds. Thats great
