XF 1.5 Expired User Upgrades not leaving user group

For a few months now our "upgraded users" have not automatically been losing their permissions after their one month upgrade is over.
They show up under expired user upgrades so we are able to easily keep track of who should and shouldnt have permissions.

I was wondering how i should go about troubleshooting/fixing this issue.

Were the members added to the user group programmatically, via the upgrade purchase?
Or manually?

Are all of the crons running? Specifically 'Downgrade Expired User Upgrades'?

members were added via upgrade purchase (automated through steam)
crons look to be running, i forced it to run and it didnt seem to spit out any errors.

on their profile while they are a paid member it shows this

once the membership is over then that does get removed as it should, but yeah permissions stay behind.

Update:
it only seems to affect one of the permission groups from what i can tell (the one that 95% of our uses pick) and i still have no idea why
Had two users auto downgrade when they were on the next membership up

at this point im happy to pay for any help i can get to fix this issue.

Worst case i'll just hide that donation level, make a new one and link it to a new permission group.
