XF 1.3 Error Upon Attempting Install

I am renewing shortly (in a few days, maybe tonight, not sure), and the latest version I had access to was 1.3.1. But when I tried installing, I get this. Running on Siteground's "GrowBig" plan.

/install/index.php shows this error:

Why not just renew and install the latest XF 1 or XF 2 version if it's a fresh install?

I may/may not have the funds for a few days, and want to get the layout setup.

How would I fix the broken links?

I did the requirements check, meets PHP. Also checked MySQL, running 5.6, so those aren't the problem.
