XF 2.3 "Installing..." page hangs when attempting to install add-ons on new XF 2.3.3 instance

I set up a test instance of XF 2.3.3 so we can do a test upgrade first before upgrading our main site. I got the latest versions of the add-ons we're using and extracted them; they now show up on the Add-ons page as uninstalled. Attempting to install any brings up the "Installing..." page, and that's it. It doesn't seem to advance past that.

Server OS: Debian 12
httpd: Apache 2.4
PHP: 8.3 (tried 7.4 as well)

I am using Cloudflare, but I set it to bypass the cache on the staging domain.

Any ideas where to go from here?

It seems that Cloudflare wasn't quite disabled, even though I added a cache rule to Cloudflare to bypass the cache on that subdomain. Adding the IP to /etc/hosts to explicitly bypass Cloudflare works.

Be sure you have disabled Rocket Loader, and that your site otherwise works fine with Cloudflare enabled as having it bypassed for yourself might cause you to miss issues your users experience.

Turns out Rocket Loader was, in fact, turned on. I'll test out the staging site without the cache bypass again to see if turning Rocket Loader off helps.

Leave rocket loader off FOREVER, if that wasn't clear. it breaks XF and other well-coded software.
