XF 2.2 Error in admin.php?template-modifications/

I dont now since when i have this problem, but today i have seen it the first time:
When i try to deactive/activate a template_modification i get an error-message "Oops ..."
I have deactivated all addons, but without any effort.
I have reupload all files, still no change.

Maybe someone has an idea where i should start searching?
Because of other issues i have the idea that some js are just wrong or old.

This comes up time and time again so a sticky thread is in order. If you encounter this error message and you are using a computer (rather than a mobile device), access the browser console (F12 if using Windows / Chrome). Select the Console tab and there should be an error message displayed...

In the console i can see the source of the page and again that "oops", no 403 like in the link above.

Yes, i think so. I need more an idea, what it could be.
All addons are deactivated. All files are uploaded again.
It makes no sense somehow.
