XenForo admincp dashboard should report if there are template modifications in error

When an admin logs into the admincp, a number of warning banners are shown based on XF being in various states.

It would be very helpful that if template modifications are failing with an error state, that it is reported to be actioned.

The primary drive behind this is a single template modification can cause all other template modifications for that template to error (ie return a red status), which can lead to unexpected behaviour.

Beside "Outdated phrases" and "Outdated templates", there should be "Outdated template modifications".

This should be also checked during the upgrade.
