I would like to send a mass alert to all of our users at once via the control panel "alert user" option. Doing so would that result in all users receiving an email notification as well? I want to avoid that for obvious reasons
No, it would just send them an alert within XenForo. (If you have an add-on or anything that can turn alerts into some other type of notification, then that might apply.)
