Not a bug Does not display content (type with arbitrary permission)

For guest I do not want to allow downloads, but to display all the content of the message.
I set the permission and it works for all types except "Does not have a file"

This is extremely unpleasant. A bad alternative I did: Select the type External URL, enter https:/xxxx/resource. In the message I write: "ignore the download button"
I reported in support via ticket, but the answer: "This is normal".

If it won't fix (display all text or add extra permission) then please help me to display all text. What file should I change?

This is really the same as the previous issue you reported and is controlled by the "Limit viewing of fileless resources without download permissions" option.

I asked for help via ticket and support could not answer and the answer was negative!
