Not a bug Does not display content when type "Does not have a file"

I have 2 resources(same permission on nodes):

• type "External download URL", all content is displayed for guest (does not display link). OK.
• type "Does not have a file", only 2 lines are displayed for the guest, followed by: "You do not have permission to view the full content of this resource. Log in or register now."

For registered users this is correct.
For guest I want to show only the content but not allow the download.

In forums there are separate permissions (content and downloads).

You would need to disable the "Limit viewing of fileless resources without download permissions" option to fit your needs.
