Does anyone actively use Notices?

Does anyone here actively use Notices to increase registration?

We're looking to convert more of our guest traffic into registrations and I'm thinking about using a Call to Action image w/ text in a Notice.

Has anyone been successful with this? Did you use an image with your notice or just text? If you used an image, did you run into any problems with the way they displayed on smaller devices?

I don't have any stats for sign-ups. I find it useful to get other information across to members too.

Default XenForo Notice is not but I found this one annoying:
