Managed means your host will have setup the basics for and even help you manage the vps. Naturally expect to pay more

Unmanaged means you're basically on your own unless something goes wrong (server offline for example). Typically cost less.

(Have ever told anyone how much I hate Red Hat / Cent OS / Cloud Linux ?)

It's not that bad and can preform better then a MS version if set correctly.

Why not find a good unmanaged non-panel'd debian vps? With the time you've wasted on this one you'd think it'd be worth the extra money? Maybe get out of your contract because you were misled as to what you were allowed to install via cpanel?
