Implemented Discouraged IP

I am not sure if this was mention before(did a search nothing came up) but having the ability to add an IP to discouraged would be extremely useful especially if someone is logging out of their discouraged account to register. What do you think?

If IP-based discouraging is added, can we also auto-disable registration for discouraged IPs? I figure it's only logical...

Interesting... actually, to me, the next logical step would be a range of IPs to discourage...

College Dorms, Cyber Cafes, LAN Houses would all loathe that idea. If it really came down to an IP, I would much rather block it entirely than to just make it a nuisance to visit the site.

I meant the next logical step to an IP discourage. I'd rather block registrations to discouraged IPs to prevent them re-registering to bypass it.

First day it comes out I am going to add all my admins to it and let them figure out how to undo it lol.
