Something doesn't seem to be working with User Notes. I have all 6 permissions set to Yes. However, I can only add a note to myself. I cannot add a note to any other user.

Are you using a custom theme by chance? If you are using a theme that's very different than normal XenForo, the template modifications may not work if it can't find something to key on.
