Difference Between Prefixes and Categories in Resources

I know this might be a silly question, but can someone explain to me the difference between prefixes and categories in the resources?

These are resource categories:



They are similar to forums - they contain resources like forums contain threads.

Prefixes are used for the resource title, for example:

Hmm, alright, I get it now. My initial idea was to have something like tags that I can assign to a resource, so each resource could have multiple tags, but I think categories might not be the right fit for this, I'm not sure about prefixes either, they seem limited to a specific number
