RM 2.2 Difference Between 'Never' and 'No' Permissions in Resource Category

Can someone explain the difference between "Never" and "No" permissions in the resource manager?

Setting a permission to Never means the members of that user group will never have that permissions, regardless of what it is set to in any other user groups they are a member of.

No can be overridden never can’t.
