XF 2.2 Dev License Required?

I've setup local Laragon with PHP and XenForo on Windows 10 for development using guide.

I'm wondering if a Dev License is required for local install of XenForo 2.x before working on add-on creation

Before deploying the Software, you must register in the XenForo.com customer area the address (URL) at which You will use the License. This URL must be kept up-to-date. You may create additional test installations for the purpose of testing the Software. Any test installation of this kind must be password protected, installed at a URL that makes the testing purpose clear, not used for production purposes and access to it must be limited to You and Your website staff.

Am I right to assume running it at localhost for testing purposes fits the User Agreement stated above and I would not need to purchase a separate license?

There is no access to the installation or localhost webpage outside the LAN. It's strictly being used for add-on development.
