XF 1.3 denied registration based upon browser?

I get to the second page of registration and get a message stating my browser is outdated, and suggests that I should dl Chrome. It doesnt let me submit my registration.

So this is the "excuse" someone is telling me on why they want me to "manually" register them on our site. As far as I know, XenForo only has 1 registration page, and I don't recall it ever suggesting people be told they need to download Chrome.

Is this something I am not aware of?

Actually that is in XenForo:

Admin CP -> Appearance -> Templates -> PAGE_CONTAINER

So he must be running IE 7 or earlier which is very old indeed.
