Fixed 'Receive activity summary email' not defaulting based upon 'Receive news and update emails' through ACP Registration defaults

According to https://xenforo.com/community/threads/activity-summary-email.181536/ and "Although the "Receive news and update emails" can be toggled independently of the new "Receive activity summary email", we only display the former on registration, but if checked then we will opt the user into the activity summary emails too." both of these tickbox options should be selected if 'Receive news and update emails' is ticked during registration.

This works as expected if 'Require site email preference' @ /admin.php?options/groups/usersAndRegistration/ is ticked.

But if 'Require site email preference' @ /admin.php?options/groups/usersAndRegistration/ is un-ticked, and below it within 'Default registration values' your 'Receive news and update emails' is ticked (thus, during registration the 'Receive news and update emails' field is not displayed and defaults to ticked) then the user's Account Preference for 'Receive activity summary email' is un-ticked.

I had this bug on Betas, still have it on RC1. Please fix it.
