Fixed delete_confirmation.css missing as public template

Just run into a problem as i wanted to create a delete confirm form in the frontend:
Template delete_confirmation.css doesn't exist, it's only in the ACP available (but you're using it in the account_stop_following & account_stop_ignoring templates)

In 1.2, I've basically "moved" this to the public templates to allow more reuse, though the original admin-only version remains for now for BC.
