Decouple post reporting from "Minimum time between messages"

So if you report spam and there's more than one post you have to wait x seconds to report again. For sites that have long intervals this could pose an even greater inconvenience in reporting. Perhaps it should not be tied to the message interval setting.

I run into that regularly here since I'm normally up late at night when the spammers hit. I do get rather aggravated when having to wait to report another spammer as it keeps me from reading other posts.

Yes and I've never had that aggravation with posting here, so it seems like it could/should be separated. As in the intended target is usually the one posting and being reported.
