In theory, this is not a mistake, but you can set the group registered by default when selecting criteria by groups. I will give an example on trophies, for clarity in this matter

Just activate the item with a group of users and save. At the output, we accordingly saved the following data

Accordingly, no one will receive this trophy, it would not be bad if the selected data were not saved then, because it is relevant for Connected accounts and where there is a checkbox with a choice of value. Or saved with default value.
For example User has posted at least X messages. It is saved with a default value of 0.

As is, this isn't something we have any plans to change. There is no "default value" that makes sense for multi selects like this.
