As topic? I'm adding a user to moderate a single forum without adding him/her to any groups.

Yes, the permissions carry through to the child nodes.

Though we've just discovered a permission cache updating bug - you may have to re-save the permissions via node permissions to ensure that the caches are updated correctly.
