Compatible PHP version should be a mandatory filed while releasing add-ons

In the resources section, while releasing the add-ons, it should be mandatory to mention the compatible php version for the add-on. Right now very few add-on devs are providing this information.

I would think that in the vast majority of cases, the requirements match with XenForo's own requirements, and thus additional comments are really just superfluous (and probably just add confusion in many cases). If there are additional requirements, then it is expected that resource authors list those. If they're not, then they really should, though I wouldn't be surprised if there are instances where the requirement limit isn't actually intentional and thus they may not even realize it initially.
