It seems to be in Chrome 38.

I've been Beta testing Chrome 38 since Chrome 37 came out... I have to say... I can't remember seeing this. Maybe I just haven't used the emulation options recently.

I'm on Chrome 37 so that makes sense. I see the emulation features but it's rather badly designed. The screenshot in the OP looks way better than what I have at the moment. The functonality is nice though regardless.

Mine has just updated to 38 but I don't have the top bar.

The emulation of mobile speeds is also quite amazing. I really like this and use it frequently at work for mobile sites I build out.
