XF 1.5 Changing the size of the text edit box when css is disabled

How can the size of the text area for entering replies to posts be manipulated for the scenario where css is turned off?

I really can't see us ever supporting CSS being off, doubly so when JS is on -- I can't see that combination making sense. What's the use case/context here?
