Lack of interest Change password bug (no last/new password comparison)

Hello.
Situation. Admin changes secure setting (password change) for user/group.
During the password change procedure, the user is allowed to change the password to the old one (the same, that was before). There is no comparison of last password and new password. This bug makes this setting completely meaningless.
