XF 2.1 Cannot set forum to active

I recently did my first theme upgrade and it deleted some settings that I need. I have a backup of the forum before the theme was backed up, so I installed it in a separate directory on the server.

When it was completed being uploaded I went to the backup directory and logged into the ACP. However no matter where I click it just says "The site is currently being upgraded. Please check back later." as if the forum was turned off.

Usually you'd just go to Options and turn the forum back on, but it won't let me. I am signed in as the main admin.

How do I get around this issue?

Sounds like you are not actually in the acp or you would not see that message. Are you being redirected?

Definitely in the ACP. URL is admin.php.

If you are seeing the upgrade message then you likely need to navigate to /install and complete the upgrade.

That puts it in a loop, and it just keeps saying "Uh oh! The upgrade did not complete successfully. Please try again."
