XF 2.0 Cannot login after uploading upgrade files

I have uploaded the upgrade files, but I must have been logged out as when I open the site in browser (Chrome) all I now see is a blank screen with:

The site is currently being upgraded. Please try again later.

I get the same thing if I go to the admin cp URL = /admin.php

It has been like that for about 30 minutes, is it actually upgrading by itself and it takes that long?

Manual says the upgrade procedure is the same as version 1, but I have never had this issue before. Am I missing a stage somewhere?

This happens in XF1 in certain scenarios too. You need to go to /install/ directly to start the upgrade.
