Can the forum run on Godaddy's servers?
    if so
    What are the requirements?

Yes, but with cheap shared hosting there may be some performance issues, especially if the server is oversold.

The requirements are listed here: https://xenforo.com/purchase/

Are there any hosts that are used by folks here without issues at fair price?

Lots on here like Nimbus Hosting who are very good but they're not cheap. There are a few hosts on here specialising in XF as well.

P.s. GoDaddy have an awful reputation.

GoDaddy shared hosting works but at peak times you may find things slowing down, etc.

For a start up forum it should generally be OK.

GoDaddy is terrible, stay away from them. Plenty of negative reviews about them.
Cosindering MDDhosting, or BigScoots they are by far the best shared host providers.

Godaddy is great only to buy domains.
your best bet of hosting is a VPS SSD. the performance is amazing. Xenforo fly!
Anyway is not cheap..around $50/month, with some good company. but is awesome.
Here in Xenforo are some users to handle servers, I want to try the services of @MattW
    He have excellent feedbacks.
