Not a bug Bypass user privacy?

I was able to see the last thread they were on in 2.1 and the "bypass" is set correctly. Unsure if this is a new permission conflict or a bug, but like to track members to see if they go from page to page while online in their member card.
 
This seems to be functioning as intended now. It might've been a conflict with a covers addon for profile covers.
