When enabling add-ons which have been bulk disabled, the sort order appears to be undefined or accidently alphabetical. The problem becomes that the add-on requirements are checked before enabling an add-on, even when doing a bulk enable.
This can result in an add-on failing to activate because their dependencies haven't been activated yet, just because the activate order isn't complex enough.
A similar issue occurs when using the bulk-installer GUI; add-on requirements are not used to inform the install order resulting in failures which should have worked.
