Lack of interest Be able to choose block order in sidebar

Are you sure? I only find reference to new_posts and new_profile_posts, but no reference to new_resources, so I can't put it in top.
 
The resources block is injected via a template modification so the only way to change the position is by enabling debug mode and modifying it.
