XF 2.2 Banned users still able to send conversation messages

IS this a bug ?
spam user got through registration, set the profile to ban but they are still sending conversation messages
can anyone please advise

In my testing, banned users are not able to start conversations.

I don't think there's any way to override that without code changes, so it's possible it could be related to an add-on.

I'm fairly light on add on's at this time
