Banlist vs. Banned

I have two user groups that I am unsure of the differences.

I have a group Banlist Users and another group of Banned Users.

Do I need both?

Maybe this is something I picked up during the vb4 import?

There are only 4 default groups - all others will be from the import.

You can change or delete these as you please.

XenForo does not have the concept of a usergroup specifically for banned users (see the FAQ for more on this).
