Fixed Bad redirection when "Use full friendly URLs" are disabled

Steps to reproduce:

1- Go to XF Control panel and disable the "Use full friendly URLs"
2- Go to XF main forum page
3- Click on "What's new" button
4- Click on "New resources"
5- Click on "Filters" and click the "Filter" button

Appear a page error and the forum URL appear like:

www.example.com/220/index.php?/220/index.php?whats-new/resources/

But i think the expected URL must be like:

www.example.com/220/index.php?whats-new/resources/


When "Use full friendly URLs" are enabled, aparently all work fine
