Let's start with the fact that moderators do not have the right to approve users and get a bug with the number of users moderated https://xenforo.com/community/threads/approval-queue.166081/. But this is not particularly important at the moment. If users pass a pre-moderation registration, where only the administration approves, then we have a user state: moderated.
It seems to be all right, but without having access to user approval, we, as a moderator, ban the user, and then remove the ban. And the user state becomes valid.

This is the intended behaviour.

We actually set their user state to valid when they are banned which is necessary otherwise they would remain in the approval queue.

But you can also prohibit ban when the user is moderated and the moderator does not have rights to manage the queue of users. This is a logical decision and how we can allow to ban someone who has not even been approved and just registered.
