Not by default a.f.a.i.k. It will require a custom add-on.

Xon's Signup abuse addon does this, examples below:
This is from the registration log, but you can configure it to detect multiple accounts and send you a report.
It's highly configurable for detection, could be overkill for what you're looking for.
