Fixed API GET threads with prefix_id filter has no effects

Hi.

In the code snippet look like it required a forum context but in the api /threads don't specified one. I wondered it's a bug? I also look all references to find contexts use applyThreadListFilters but there are no others.

Allow API thread filtering by prefix_id when the specific forum is unknown
