Implemented API End Point for Alerts

I love the API, and has made integrating a legacy third-party system that was developed to integrate with my forum's previous software so much easier.
However, since an alert endpoint is not present I'm currently forced to send a conversation from a bot account to alert users to minor changes in this legacy system.

Having an alert end-point would be so, so, much simpler and much more user friendly for my users, and would expand the usefulness of the XF API!
