Implemented XF 2.1 API User alerts endpoint

With the new API in XF 2.1, there are several endpoints. Retrieving user alerts is not yet one of them, and this suggestion is to include such.

example: <XF url>/api/alerts

Currently building out a mobile application using the new API (thank you so much for this feature), and this would be incredibly useful and prevent users from not having a core bit of the browser experience for forums. Would also allow polling on a notifications server for sending push notifications for alerts (mmmm yes please).
