Lack of interest Alert members of outdated browser, flash, java.

When forum users forget to update their browsers, flash or java this can cause problems with forum use. It would be useful to notify members through the XF alerts system that they should update their software for optimal use of the site.
This should reduce the number of users that experience browsing difficulties.

Members are already notified of an out of date browser:



Out of date Flash would have to be circa 10 years old to not work with the Flash uploader (and it gracefully falls back to HTML file upload in its absence).

Out of date Java is not an issue. XenForo doesn't use Java.
