RM 2.2 Add Resource" Button Question

Is there a way to get the "Add Resource" button removed from the Resource page? I don't want regular users adding resources (quality control). I can set permissions in a category and prevent the button in that category, but the top-level Resource page always inserts the button. If I remove resource uploading privileges in every category the button is still there and throws a warning when clicked by a user. Seems like removing it is better.

Set the permission for the Registered user group to add resources to no.

If the button is still there then the permissions are not set correctly.

That fixed it. Thanks. Still trying to learn my way around all the different ways and places to control permissions.
